Not configured to listen on any interfaces! - это у тебя не настроен ни один интерфейс для прослушивания входящих запросов... выполни команду запуска dhcpd так:

/usr/sbin/dhcpd -cf eth1 -q /etc/dhcpd.conf

у меня DHCP вешается на интерфейс eth1 - вот я его и написал... у тя может быть другой....
