Решил поставить себе плагин на трак в виде pastebin. Сделал все как написано http://trac-hacks.org/wiki/TracPastePlugin

Installing ¶

   1. Make sure the Pygments Python extension is installed
   2. easy_install http://trac-hacks.org/svn/tracpasteplugin/0.11
   3. editing trac.ini: [components] tracpaste.* = enabled
   4. Run trac-admin /path/to/project upgrade
   5. Restart web server

В итоге на странице вижу

Trac Error
Authentication information not available. Please refer to the installation documentation.

а в логах такое

Получилось, что если запускать через инитд скрипт, то такая штука, а если тоже самое только руками, то норм. В общем, если что вопрос можно закрыть хоть и некрасиво как то решилось.
