Phpmyadmin Error 403 (нет доступа по http)

Здраствуйте.Такая вот проблема существует после перенастройки php.ini и openbasedir доступ по сайт.ру/phpmyadmin выдает ошибку You don't have permission to access /phpmyadmin/ on this server. Да знаю в гугл есть много тем по этому поводу,но под мой случай что-то не получается исправить по ману.
Доступ по айпи или по https в phpmyadmin есть.

Установлен Centos 6.0

не могу найти на сервере файлов типа phpmyadmin.conf и т.д(как оговаривается в мануале).
Есть только config.inc.php ,который находиться по вот такому пути /var/www/html/phpMyAdmin/config.inc.php
но там ничего что могло бы помочь не нашел(правил ,и менял обратно) эфекта не было.
